Is it possible to change the seal where the hand clutch lever shaft enters the casting or does that require the frame rail to come off?

One of my neighbors just did that and he removed the frame rail.

I just did mine and I cannot see anyway to do it without taking the frame rail off.

Put a good bottle jack right under the PTO box and put slight pressure on it. Remove the right side frame and reinstall.
