The 41 C front tires are about 1" apart at the bottom and the CA sitting
next to it has about 2" of space  at the bottom. Were some B and C
hubs different? The hubs assembled normally onto the spindles, but
the 5:00 X 15 new tires rub on the top of the pedestal on the C.

I think your tires are too big.  'C' specs show 4.00 X 15 as the tire size. CA used 5.00 X 15.

OK  But a C and a CA NF have the same Spindal Assembly part # 225121. The CA hubs look the same as a C hub but have different part numbers as do the rims themselves. Pretty sure they will interchange though. All the B C CA hubs  use the same bearings and seals. There may be a slight difference in the hub or wheel the offsets but I don't think so.
Alberta Phill  is right on about the tire spec size difference
