I'm in the process putting together a C allis I purchased in parts and have a 3/8" set bolt I havn't found a spot for it yet.  I'm pretty sure it goes on the outside of the motor cause it has a little orange paint on it.

goes in pulley on front of crankshaft...  its a tight fit ... but also looks like adjustment screw on steering box cover ..

Thanks juniorp53.  I owe you a beer.  There was no set screw in the crankshaft pulley and I put an allen setscrew in there.  I had looked at The steering set screw and it was in there.    Thank's again.
