Where was this?  I saw a 19 set up almost identical sittin in a parts yard in PA a couple years ago.  It had front suspension on it though!

There's a G for sale up in Ottawa,Ont., with homemade steel rears, skinned with I assume semi tire 'skins'.
Sure looks odd to say the least !

! have a 175 allis with steel wheels. Came from Amish a Washington Ind,  Bought the tractor and the engine  went ad 15 minutes after getting it home. Tractor was a little rough. They can use tractors for farm work but no personal transportation.

afriend of mine has a B/C power unit on a cart with steel wheels and Hydraulics. kinda neat to look at.

I think in Wisconsin, it is the Mennonite that run steels wheels on tractors. Our Amish are pretty much old order although on occasion a guy can see Amish on steel wheeled bicycles.
