rebuilt my D17 Zenith carb today with the rebuild kit I got from AGCO and the replacement throttle shaft has the butterfly plate on the bottom of the shaft instead of the top like the previous one. It moves freely but I am concerned that it is opposite of what it was. Do I need to drill out the pin in the shaft and rotate it 180 degrees and try to repin it or will it operate ok this way?  Thank for looking.

As long as the throttle plate aligns up with where it did before in the throat to have the idle ports exposed correctly.

I'm thinking that the flat spot on the shaft is the center line and now the butterfly is below the center line, where as before it was above the center line of the shaft. There is 2 small idle holes in the bore and the butterfly covers the bottom one when it is closed.

Yep, that's the way you've got to have it.
