I need to replace the top outer bearing on the axle shaft. Can this be done without removing the shaft?

Do you mean the outer pinion shaft bearing? If that is the one you are referring to, it could be replaced, if you can get the race out and then pull the bearing. I don't know how much room there is to work in there.
 The outer axle bearing is between the Hub on the axle and the final drive bull gear and the pan and axle would have to come out to replace it.

Yes sir you are correct. I might was well pull the whole thing off since I already have the brakes out of it.
