WD Shifter again

 Guys, please excuse my ignorance on this matter, but this is the first time I've worked on the WD shifter problem.  I have some more questions.
 
In the parts and service manuals they show only one snap ring to hold the shift lever into the shifter tower, mine had two snap rings, and the shifter was still loose, can I assume that the tower is worn beyond use?
 
When installing the shift rod into the tower, I assume all the lugs on the shifter forks should be lined up, and the trans gears in line with the shifter forks, then install the top back on the trans?  Or do I have the sequence wrong?
 
I have to order a new shifter washer and snap ring, maybe a shifter tower, should I also get a new over sized pivot pin and file to fit, the old one fits fine.
 
Any and all help will be greatly appriciated.  Thanks, Tim.

all three rails in center condition, then install shift handle washer then snap ring, may require 2nd snap ring to take up play.

It is easer to put top on first then install gear shift.  MACK
