My d14 3 point hitch arms won't stay up and sometimes the power steering takes a min to work... any thoughts? All fluids are full

There is a hold posion valve on pump that could be bad or foreign materal in it.
  Steering, make sure suction line is tight and no leaks.  MACK

Both of your concerns are separate and not related.
Regarding the hydraulic lift arms not staying up.  Could be that the lift cylinder needs new seals, or the oil line that feeds the cylinder has a hole and needs replacing.  Either way, the rear housing needs to be taken off to look at these items.

About your steering, if it works fine after a minute, it might be something as simple as being a little low on fluid, or it is sucking in air through one of the lines.

You might wanna drain the power steering sump,  its under the radiator and can get moisture in the oil causing problems, there is a plug under the front housing to drain it.
