I'm pretty sure Westendorf did make brackets for a 190. Maybe they quit because of low demand. I know for a fact they make them for a 185. My uncle has a WL 27 on his 185. I would say a set of 185 brackets could be made to fit with minimal modifications.

Our Westendorf TA26 loader was off of a 190XT, we have it on our 185, everything was the same except for where it bolts to the rear axle, we had to make a spacer out of tubing and drop it down with some plate steel.  The last time I talked to them they could make the brackets for just about any model/any brand, but I'm not sure what it would cost.

I was under the impression that you were wanting to buy the correct brackets but Westendorf didn't offer them.

If it's coming off a JD, there could be quite a bit of bracket modification.

I would suggest getting a ballpark price from your welder, and getting a quote from Westendorf,  if it comes from Westendorf you will know it will be built heavy enough in the right places.

I, my Dad and a neighbor modified a CaseIH 2250 off a 3220 (way too little of a tractor for the loader) to fit my D19. Works good. Well, as good as a D19 would ever work with the standard hydraulics. Took one weekend with a lot of BS sessions and some beer.
