Need some advice. The lever on the right side of the governor on my WD where the linkage from the throttle lever connects feels like it's stuck. The lever on the left side of the governor that connects to the carb is free and when I Rev the engine with the carb linkage I can feel the governor pulling the carb linkage back down. The throttle is stuck at about half allowing me to still do work but I can't change it. I just bought this WD at auction and don't know any background.

Under the gas tank area on the right side there is a bell crank that is probably rusted tight on it's pivot shaft. Don't get too rough with it or the pivot shaft will break off and then you will have a mess. A little torch heat and some penetrating oil should get it freed up.

Thanks for the reply! I finally had time to soak the bell crank pivot shaft in WD40 fo a couple of days. Then I spent 45 minutes spraying and working the bell crank. Finally got it free. Throttle and governor qork great. Now on to ignition tuneup and possibly carb rebuild to get rid of the miss. I really appreciate the help!

Good deal! Check that distributor shaft for slop in the upper bushing- if it's sloppy, don't waste time trying to get the points set, get that bushing replaced first.

This has a distributor cap sitting horizontally on the rear of the magneto. Will that have the same problem?
