Check the linkage to make sure it is adjusted correctly. Also look at the rod with the springs on it to make sure it is not stuck. The springs should compress at the end of the travel.
Next I would check the hydraulic pressure.

Take a look at the mechanical linkage going to the hydraulic valve. Everything should fit very tight with no play. There is a bearing block under floor that tends to wear out, but you also want to look at the connecting pins that can get worn over time. I bought all new stuff for my 190 and it made a world of difference.

Service Bulletin 45+ yrs ago to drill a new hole in the outside linkage arm to increase the throw/stroke at the valve spool. That style gate linkage is famous for being short on stroke as things wear.

Theres a bushing in the PD housing that wears on the rod, I always replace it with a broze one , you can get one at a hardware store that fits perfect, makes it all real tight

A pressure check would have caught that problem.
