Is there a company that makes a quality spin out rim for the D17?  15/28 I believe is the size.

Jim at OK Tractor found a rim for me.  Has been on the tractor for several years.  No issues what so ever.

I believe Tony retired and closed up shop several years ago, even though the website still shows up.

Chances are pretty good your rims are not 15 inches wide, but 13 inches wide. Take some number 9 wire and make yourself a caliper to go on the inside of the spin out rails and measure your current wheels. A 13 inch will cost you less than a 15 inch and be easier to find.

Parts ASAP has them.  Here is a link for their 28X15 spin out-

Their price of $545 is quite a bit cheaper than many other sites.  I put 2 new ones on my D17IV this past fall, as both of mine were very much shot.

I have a question/observation.  I transferred my nearly new 16.9X28 tires over to these new 15" rims, and the rims almost appear too wide.  Not by a lot, but the body of the tire is almost a bit wider than the tread, so the sidewalls look more or less flat, rather than the normal rounded.  I always read that the rim should be 1" narrower than the tire section, so a 16.9 tire should go on a 15" rim.  Is that not so?

According to the official Firestone tractor tire chart, yes a 15 inch rim is what is recommended. BUT, A-C used the 13 inch rim for 14.9 x 28 tires (standard equipment) and when the tractor was ordered with the optional 16.9 x 28 they used the same width rim to keep their inventory simplier. If you ordered optional 18.4 x 28's you got a 15 or 16 inch rim from the factory.

Heywheel.com has them, 13's and 15's. Not cheap though, $470 for the 13's, $500 for the 15's. https://www.heywheel.com/page3.html I have a really nice pair of 13x28's in the shed waiting. Could have sold them multiple times already but holding onto them. Who knows, they may just go on the Series 3 NFE?
