The governor on my D17 Series IV gas is not working.  The engine is over revving a LOT - I am guessing it is running about 2800 to 3000 RPM full throttle.  I have been informed this means the weights are probably broken on the governor - will weights and drive gear(?) work from a WD45? 
It has been running like this for a while - before we bought it my BIL was using the tractor primarily on a grinder mixer - with the PTO running at 30%-40% over 540 it was probably making that a short chore..........

Until you check the governor link rod length, you are speculating on the governor weights being the problem. You were given directions how to do this on Yesterdays Tractor. Did you do this or not?????????

If it's been over revving for "a while" I doubt the governor weights or whatever is your only issue.

Actually the "directions" were that the rod length being out of adjustment might give an extra 100 RPM - I am dealing with a lot more than 100 RPM. Then you said it must be the governor weights to gain that many RPM - hence the question about what weights might fit. If you don't know its perfectly fine not to post.

Checking the rod length is the FIRST thing to do. You're the one with the problem and you've been given advice what to do first, and I don't think you've bothered to do it. The governor parts from a WD-45 interchange but you should always try and stay with the original governor housing due to gear backlash concerns.

Will the engine idle down? If so let it run at an idle, then reach up behind the carb and try to open the throttle by turning the throttle shaft. If something pushes back, resisting an open throttle, the governor is working and just needs set properly.

The governor does work at lower or higher RPM. With PTO speed at 500 RPM it will pull down to under 400 RPM under heavy load and peg out over 600 RPM on the end rows.

Did you look in the service book? What one of the first thing to do check that first and the DR. can hear one the next farm over and tell you what is wrong or right with the tractor.

The Dr has thrown you a lifeline to get you out of that swamp!  Those Alligators are getting close, don't throw the lifeline back.
 
I had a D15 that someone routed the generator wires over the governor rod causing a similar symptom you are describing.
 
I cannot emphasize- don't throw the lifeline back.  The Dr. spends countless hours helping people on this site and others with problems.
If a person states a problem, be willing to go through a systematic trouble shooting process.
You are his eyes, do the steps before the alligators bite you!

I saw an error in my last post - the governor does NOT work at lower RPMs. 
 
 
Resetting the throttle rod did nothing to correct the issue, engine speed was varying all the time and continued to have over revving issues along with no governor as any throttle setting.  I ordered new weights and after they arrived I pulled the governor.  Upon inspection the weights were intact, free moving and did not appear to have excessive wear - but to be honest I have no idea what "excessive" would look like on this tractor.    I went through all the linkages and replaced one worn throttle rod but nothing between the governor and the carb appeared to be too worn or sticking. 
 
Since I had them I went ahead and installed the new pins and weights and reassembled.  To my surprise the governor was working perfectly.  I reset the throttle rod length for correct max RPM (completely out of adjustment after setting it with the governor not working).  Reset the idle and the tractor is running as well as one could hope for a D17 gas with 9000+ hours.  I ran it on a 276 baler for 4 hours Sunday.  No issues with over revving and governor response under load was as it should be.       
 
 
I talked to my BIL who had been running this tractor with my FIL before I bought it and he said he had run it wide open on their grinder mixer for several hours a week and to his knowledge the governor hadn't worked in years (8 or 9)  and neither had the tach.  When I told him what kind of RPMs they had been running his only response was that didn't surprise him - that tractor could grind feed twice as fast as their other tractors.....  How they had gotten away with running it that way I have no idea
