Seemed like my 7040 was struggling up hills on the road. I was pulling a 25 foot model 2500 disc on the road, Hit some pretty good sized hills and had to down shift, Was rolling the smoke pretty good too. Not sure if the tractor is reaching full throttle or not, will have to get the tach working somehow.

Pulling a fertilizer spreader with about 8500 pounds in it was the same.. struggling up hills. I have only had the tractor a year, but don't remember it being bothered on these hills. I will check/change the air filter, any other suggestions.

Ok, Fuel filter was changed about 100 hours ago. There is lots of black smoke.. Wouldn't that mean there is plenty of fuel? I will check all the fuel lines anyways. Might be throttle linkage. It is out of adjustment

Rolling black smoke and struggling... Sounded like an 1855 Oliver I was using one time... it was running great till we had a load of Cenex fuel come in and after that it was just got worse and worse changed out the primary and secondary filters and helped a little but soon back to being really bad... Didn't run it for anything that was hard work, but I got into a crunch and tried to plow with 5-16 behind it and 3rd gear was the best it could do... Changed out the filters one more time and boy did that thing wake up. Ran like there was almost nothing behind her and quit smoking too.
The cause of the problems was the Cenex fuel had a cleaning agent in it and had dissolved all the old residue that was in the tank and system.
I would almost bet that is what is happening for you, filters not letting fuel through fast enough.

Install a 30 psi gauge into the intake manifold and KNOW what is going on. That engine should be able to make 13 psi or more boost when fully loaded and performing correctly. You could have a bad turbo, blown intake manifold gasket, missing plug from the intake manifold, blown crossover hose,  plugged air or fuel filter, injection pump problems, etc, etc, etc.  Intake manifold pressure is the way to start diagnosing UNLESS you have access to a dynamometer.
