Does your tractor have a belt pulley that this lever goes to? It might engage and disengage the pulley. If so, that a cool rare option.

No it does not doesn't look like it ever has tractor is in woods can't get a great look at it

with all the brake pedals and stuff right beside it seems to go down to some linkage rear

wheels are locked up thought maybe this had something to do with it can't get it to move at all

Looks like its where the brake lock mechanism should be located.Maybe used that lever to lock the brakes?

Could be but doesn’t look like a normal mechanical brake lock looks more to be internal I was hoping it had something to do with the rear wheels being locked up

At least on mine, the flat lever has nothing to do with the hand clutch kick-out.  Could possibly be a brake lock in place of the rod.  Surely there is another one out there with that oddity?

Might find it is used to unlock the snap coupler... sort of like used on WD45 Diesels. 
Never seen a rubber stop block for the hand clutch either, maybe never took notice of them before. 
Maybe in the 75 +/- years it has been around, the owner modified the tractor.
  Like Dennis J's comment that it could be a more positive modified brake lock.

The rubber stop block for the hand clutch lever was when it was equipped with the "rock throw-out" accessory for plowing, which this tractor has. The violent release of the hand clutch lever would eventually break the brass collar or something else, so there was a rubber stop designed to solve that problem.

I haven't been able to find the serial number bought property next to mine and inherited the tractor it has sit for 5 to 6 years but I knew it ran at one time. I put another post up about rear wheels locked and seems to be brakes locked up I thought maybe this lever had something to do with it but didn't see this lever in any illustrations anywhere. Tractor is in woods hard to see where it is connected with all the brake pedals and pto lever and hand clutch .I really appreciate all the input

Hand lever  ?????  Looks like it could be a guard to keep Heat Houser away from the hand clutch lever.  If it was a lever, it sure was not used much

Looks like the foot clutch lock out I had on my 45 but I know it’s the wrong side.
The rubber block is for the rock kickout as
Dr Allis said.
I know that because I have a nos kit for a 45.
