WD45 Hydraulics Problem

I have a WD45 that I had to replace the torque tube. I have it back together now and I am having trouble with the lift on the hydraulics. It will raise and lower slowly by it's self. It will lower very rapidly if I stand on the 3 point hitch. But It will not raise if I am standing on the hitch. It only comes up without a load on it. 
    Any suggestions?

Are you sure you have the linkage adjusted right?? A good manual tells you how to do it. Ryan

It was supposedly adjusted right by the fellow I bought it from. He says that he didn't have any problem with it before he broke the intermediate gear and the PTO housing while brush-hogging.  I am trying to check in the 'Service Manual' and the Operating Instructions & Repair Parts Illustrations manuals that Mike loaned me now.

The fluid level is full. One thing I noticed though is when the tractor is running I can remove the filler cap on the torque tube and look down where the return line is connected and I don't see any hydraulic oil coming back into the reservoir. Is this normal. I would think that there would be movement of oil if it is circulating.

I keep a pressure gauge on my remote at all times. Call me crazy but I just like a window into the system. If you had a gauge on there I'm sure you wouldn't see any or very little pressure. Unless your very low on fluid there is no way it can't be pumping fluid. Problem is its all going to return internally. The WD45 repair manual has a very good explaination of the pump and how it works internally. I've studied this pump and I still have had questions about its operation but have a pretty good handle on the basics.
