I am restoring my first WD and I need a new rear rim. I have found one locally for sale but I’m not sure if it’s the right size. My tire size is 13.6-28 on a 12-28 rim (that is what it says on the tire). Below are photos of the rim I am looking to buy. I think it’s a 11-28 but I’m not sure. Anyone know?

From your pictures that apeats to be a 10x28 rim.why dont you stick the tape between your rim and center and measure it. I think my WD 45 had 10x28 rims on it

From your measurement, from bead to bead it appears to be a 9" rim. Would probably work but you should measure the old rim or the rim on the other side and match it.

It sure does look like a 9" X 28"......seems unusual......the narrowest I've seen is 10".
I notice some very legible stamped letters and numbers right under your ruler......I bet you could clean them up real well and find the rim size printed there.

10's, 11's and 12's on WD and WD45's. D-17's were mostly 13's with some late models maybe 15, but I've never seen one.

After looking closer, I'm inclined to believe this is a common 10" X 28" rim.
