Bought a 1953 AC WD. The previous owner had low hydraulic fluid so the lift arms worked fine. When I added oil to the correct level and raised the arms, the relief valve did not work and oil spurted from every gasket. How do I check/repair the relief valve?

There is no relief valve in WD hydraulic pump, it is a unloading valve. It is shim adjusted. Pump has to be removed and taken apart to be adjusted.
Disassembly pump, clean and polish all spool valves, replace o rings and reassemble.    MACK

I agree with Mack. Something must've stuck. I'm not sure what the low oil level would matter unless it was almost out of oil, which would be bad for the pump.

Before tearing things all apart, check to see exactly what pressure you have.....3400 psi is the max spec.

Doc has a good point, unless it's leaking so bad now, that you can't use it. By a pressure gauge put a coupler on it to hookup to the hydraulic remote to check pressure.
