Other than current scrap value, can anyone give me an estimated value on a fully operational TS-160 scraper (pan)?  According to the seller, everything works as it should.  According to the specs I found, it weighs about 28,500 lbs.  Asking price is about 2x scrap value.

I would say the value would only be based on what an AC person might be willing to pay as you are not going to find any contractors interested in relics like we are here.  At current prices here, I would pay that, but I also do 99% of my own repairs and maintenance and would use the machine to pay itself back.  It depends on your capabilities and needs/wants.  really no market in these to compare to

would be well worth getting; they are a perfect sized small useful manuverable sized scraper at 11 yards heaped capacity
tits tyres and tracks

they all cost you money

They work good. We had one and a collector up around wichita Kansas bought it I believe.

friend had one for about 10 years - then changed type of work he did and sold it . 
Lot of parts interchange with truck parts like trany and clutch and such.
