Not sure of any in PA, Have 2-3 noted in addy book of reputable shops refered by other Forum members, can post here if needed. After you get estimate, you may want to consider the block I here to sell. I do not see any cracks, and liners actually stand proud to top block.

I realize this is 1/2 a country away but, if you do need a block welded or repaired I highly recoment these two places.  Both are located west of Chapin Illinois.  R & J Machine & Welding, 217-472-5121 or Chapin Cylinder Head & Block, 217-472-3333.  Two brothers with their own shops, the original shop was started years ago by their grandfather, then their dad.

Midwest Cyl Head in Nevada can re sleeve the counter bores for the liners if need be. It was going to be about $1200 for them to weld cracks around 10 head bolt holes and sleeve the bores. I found a nice replacement combine block and ended up with $800 getting it in shape...
