Will a AC 519 loader currently on a D19 bolt onto a D17 with out any cutting or welding on the loader frame?

No. D19 has straight through rear axles - mounting would be different for a D17. Also a D17 (if it's gas) is shorter than a D19. You would have to find the proper mountings if you do not want to cut or weld.
