SC Dirt Scoop Operation ?

I have some dirt work to do so got out the SC scoop. Not impressed with how it works. Either scrapes the ground or digs in too deep. I can lessen the digging in too deep with the hydraulics but how to make it enter ground consistently ? Leaves a pretty rough job. Ground is pretty hard and dry - maybe most of problem ?  Won't cut thru sod unless there is a depression to start the dig. Have it on a D 10. I think I have it set up right according to manual. 
Anyone have any experience or suggestions ?

i thought u needed to have the ground loose or kinda worked up or thats how my geandpa moved what was a creek in the 30s with a 8n ford and a pond scope shoud be the same but idk never used one

Yep - all the AC paper I see shows loose soil being worked. Guess I got to break it up first.
