Does the floor pan on a CA have to be removed to change the brake return springs?

No, but it will make it a bit easier. I find a bent heavy wire wit vise-grips is the best way to pull them into place.
If it was fun to pull in LOW gear, I could have a John Deere.
Real pullers don't have speed limits.

its tight in there to get the old springs out and install the new ones. Not sure you can do it without removing the plate. I drop the spring in and hook the top over the screw head the come up though the front hole with a wire and hook the spring and pull on the wire with a vicegrip or water pump pliers. LOL Bob
