OK, so I finally got the tire changed to the new rim and mounted back on my tractor. I'm not sure its right though. I have seen clamp blocks on the outside of the rim and the inside. I put them back on the inside as I found it and matches the other side. Also, I noticed that two of the bolts and blocks are eccentric. What is the proper way to mount and where are the eccentric clamps supposed to be located?
 
On another note, i found the previous owner had been running that hub loose and has worn out the hub splines. Anyone know what I can expect to pay for a good hub?

there are guys on here that will give you advice on the hub. I believe that you remove some metal in the back of the hub to allow the wheel to slidr back further.
On the wheel mounting, 2 lugs are rigid and 2 are eccentrics. One of the  solid lugs gets engaged between the 2 blocks on the wheel to lock it, the second one gets mounted in the next hole position, so they are side by side. The eccentrics go into the remaining holes. I always put the 2 solid lugs at the top, and hang the rim on them, then slide the bottom into place and install the eccentrics. Bob

I was contemplating grinding the back down to allow more drawup but some of the splines are less than half the original.
 Its not a good feeling to hear that clunk on take off.

We just did a B with the same problem here.  I believe we paid $100 for a good wheel center and $50 or $60 for an axle.  Doesn't pay to do one without the other.
