Help me out guys!
I have a Vermeer Chipper I came across about 10 years ago, always wanted one to clean up around the house. It's never missed cranking the moment I turn the key until yesterday.
Was gong to help a neighbor clean up a tree that fell in the storms we had the other night.
Went out turned the key, fuel pump came on, rotated the key to start and got a "pop" then nothing. Battery is good, I seem to have power where it should be, but nothing is happening. I got out my test light and here is what I don't understand. I grounded my light to the - post and was checking some things and just happened to touch the probe to the block and I'm getting power?? It comes and goes with the key so has something melted down and is letting power jump? It's a Honda twin 25 hp and I just don't know much about small engines except they were created by the devil. Any quick things or ideas  to check? Can't get it in the shop right now so I'm having to do this out in the weather.

Clean up your connections at both ends of both cables. Also, throw that test light away and get a real meter.

I believe the Honda has a fuel shut off that is electrical, also the starter solenoid can not make contact as ??  My Honda 18 Hp has a problem now but i jump from battery feed wire to the solenoid spade terminal and it will start and run with no problem.

Joe what you are saying is that you have 12 volts on the block.  Now if the negative side of the battery has a fuse between it and the engine block then I would say that it is blown and that whatever shorted put 12 volts to the block and then blew the fuse (or burned the wire in two).  The short is still there somewhere.  Start checking all the connections and see if there is a fuse somewhere.  Maybe a wire is grounding out or maybe the ignition module has shorted?

Hondas frequently have a 'low oil level' switch, so if they're so far off of level, or the oil leve is below the switch limit, it will not fire... putting it on level surface or adding oil will solve that problem...

but if it's not cranking, my first check would be to see if there's any safety switches that need to be satisfied prior to cranking...

After that, I'd look for one of the next three things that ravage stored machines:  Corrosion, Mice, and Fuel degradation.

If your test light is glowing when you hook to the negative battery post, and the other end to the block AND it is negative ground. Your test light is completing the circuit that a broken ground cable should be doing, check all of your grounds, clean them well, and you will find your problem.
