I just noticed today that one valve stem is outside and the other one is on inside,shouldn't they be on inside.

I prefer them with the stem outside. Unfortunately you need to remove the tire from the rim to change if you just flip the rim the tred will be backwards

who ever installed the tires did them both EXACTLY the same... If you moved the rim to the OTHER side, the tire valve would be on the outside.... Got to remember when installing tires to have one LEFT and one RIGHT... Not two LEFT.
