That's the I-40 I sold a few years ago. It's had the original seat replace with a generic seat and the seller mentions new front tires as well as filling the rear tires. I'd been using it with a rack on the 3pt with 2000 pounds on it, if he wants to rust out his rims, that's his business. 
If it was fun to pull in LOW gear, I could have a John Deere.
Real pullers don't have speed limits.
