Went to look at a tractor recently for a possible purchase. It had sat a few years and outside to boot. Wouldn't turn over and even with help of jumper cables on the solenoid, only could get the "clicking" sound of the starter. Is it possible that the motor is stuck? Can't say I've ever tried to start a motor that was stuck, so I'm rather ignorant of the symptoms and/or signs to look for. A little education, please. Btw, the muffler did have a rain cap on it.

It could be anything from the starter being stuck or jammed in the ring gear to a totally junked engine with anything in between possible. If you want the tractor, buy it as needing a complete new engine.

The thing about buying a tractor with a stuck engine is, you can't check anything out on it. You don't know if the transmission got trashed and then it was parked and the engine stuck. So now you have to get the engine unstuck, rebuilt and then you find out the transmission or rear end is trash.

I bought a WD-45 that sat outside for probably 15+ years, got it home pulled the motor and it spun right around. If it has a hand crank give that a try, but if the starter is stuck on the flywheel you might have to pull it out to try. Hope this helps.

I would pull the starter off and use a bar to see if the engine will turn. And yes I agree that as it sits it is just a parts tractor.
