i just picked up a wc unsure of the year as of now. i found the serial number chart on the site an as soon as i get a chance ill know. alot of the pictures ive looked at of newer models have a distrib this one has a mag and is styled. any ifo out there what to look for beware of?

All WC's came with mags the ones with distributors have been retro fitted.  Here is a bit of information on the WC:

Styled WC's were built from 1938 till the WD came out in 1948. The chart on this site lists the LAST number for the year till you get to the D series tractors. It seems it is easy for people to get confused this way but that's how it is.

No, the styled WC's had a cast center with rim clamped on. The 24 inch spoked wheels would be from like 1936 or earlier. Not sure when they changed to the stamped steel 24 in rim.
This would be the original wheel set-up for a styled WC.

ok makes sense now. on top of the transmission there is some sort of box with a wheel off the side with two spring loaded arms on it and there is a pedal to engage and dis-engage it as well as a lever can ayone tell me what this is/ looks like some type of centrifugal clutch

That is the cultivator mechanical lift powered of the back of the tranny. Most that had that also had a disconnect for the differential so you can raise the cultivator without moving you wheels. The lift only turns if the tranny is in gear and the clutch is engaged. So , if you drop the cultivator and don't have the disconnect, you have to actually turn the back wheels to get the lift to operate.

The last unstyled WCs had 24" pressed steel wheels, as did the first styled ones from 1938 & 1939. Your spoke wheels are the same size as the pressed steel ones but from an earlier unstyled WC. After late 39 or early 40 WCs changed to the two-piece cast center wheels and went to 28" tires.Kip

It's been my experience that it is usually the front pan gasket that leaks so bad and not the seal around the crankshaft. Might want to confirm which for sure.

If it is the front seal, it might be necessary to loosen the front cover and realign it. There are no dowel pins on the cover and the seal bore HAS to be lined up with the crank before tightening down and adding the seal.
