The B started acting like it was running out of fuel. Blew out and flushed with carb cleaner. All passages are open but don't now about restrictions? Replaced the main jet and needle and now the float. It now runs well only when the choke is closed about 1/3. All guidance appreciated!

One word. DIRT. Usually, when you have to close the choke blade to "fatten" the mix, you have a restriction in the idle circuit. Dirt or debris is jammed or clogged in one of the idle circuit passages, so the engine isn't fed fuel. Closing off the air coming into the Carb makes fuel pull from the enrichment circuit which feeds fuel to the engine, which "balances" the air/fuel mix and the engine smooths out and runs. Open the choke, the engine goes dead lean, shakes, rattles & dies. When I rebuild our customer's Carburetors, the only way I know to get that blockage out is glassbead the Carburetor, and then run a wire and brushes though the passages to make sure all passages are clear.
