light switch on a 220,talked about before

   When I hooked the lights up on the 220
I was told that outside lights and flashers come on first click.
And they did,but the iside lights also come on but
very dim,so much so that I would consider them useless
even in the middle of night and the resister gets red hot.
So am I missing something here or what.
