I was browsing engine overhaul kits and one overbore kit says it increases bore from 3 3/8" to 3 7/16". How do they measure that? Is it the OD of the sleeve? Inside diameter? Piston diameter?

It should be the Inside Diameter of the sleeve. The piston will be a couple thousands of an inch smaller.
