HD4 winch

I have a winch (maybe a 403?) on an HD4. winch pulls but the brake does not engage. Had cover off and brake band is good. Any ideas on how that brake is applied would be helpful. I recently acquired this machine after it has been sitting in a barn for extended period of time.
After an injection pump rebuild it fired up and runs like a champ. steering clutches will probably need replaced/adjusted but still operates as would be expected.
Being new to this machine any advice would be appreciated. I know its older and all but I plan on using it as it was designed to be used.

lol...By what I've seen posted I would agree. It is ok for now. I do have a manual.
For the more immediate concern I'm not even sure what winch it is. Any ideas on how to ID it?
