I have an H3 with a pto. Was told that in d15 with shuttle the pto is not the right speed. My h3 dozer has a shuttle, so does the pto run at the right speed (540)? Would like to run a pull type brush hog with it.

The manual states it will run at 540 at around 1650 rpm (I don’t have access to it now to get exact RPM) regardless of gear. I’m going to add the tach on mine in order to ensure mine runs at 540.

I borrowed a H3 with a pto and I used a 6' bush hog type mower with it with no problems. I also had a H3 LB and with no pto. I installed a hydraulic motor on the bush hog and used the hydraulics for the backhoe to drive it and it worked well also.

H-3 PTO has a gear box at the rear which corrects the PTO to standard 540 when equipped with the shuttle.  D-15, I-60/600/615 does not so has non standard PTO speeds

This is what's on my HD 3 , let's say if a guy had a extra unit what would a good working PTO Unit be worth .

If all else fails ,Read all that is PRINTED.
Just because you do not have the tools for job , it dose not make it a bad design.
