The carburetor leaking appears to be the float is not stopping the flow of gasoline, most likely a gummed up needle and seat. Could be a float with a hole in it, but most likely just the needle and seat. Gas should never accumulate in the area where it is dripping from, under proper running conditions, so basically the float is overflowing, and the gas is flowing downhill.
Pull the shroud and see if you can determine what the clicking noise is, and why.

The fuel leaking could also just be the high speed jet is not seated. That's a common problem with the briggs updraft carb. With the fuel leaking like that most likely your problem.

take float out and boil it in water and see if it leaks relpace needle and seat also remove nozzle and reface seat and use one of briggs part #4184 for a gasket on nozzle seat model type and code needed for any good mower shop near you sould have the misc parts

Dirt or debris stuck in the the needle n' seat or a sinking float is probably the cause of the fuel drip. The noise sounds like the flywheel hitting a bolt backing out or something as it spins. I would yank the engine out, put it on the bench and remove that flywheel cover and have a look in there to see what you can find. While you're at it, check the fuel tank for debris in the bottom of it. May be rusty or dirt in the tank. HTH
