You can get an after market governor. I have seen them on several websites for around $175. As far as the front cover and wobble. There is a bronze bushing in the cover that can be replaced. It is cheap and easy to replace.

Think for yourself and be your own expert. Be willing to change your mind; however, willingness to change your mind doesn’t mean that you will. Blindly following any path is the pinnacle of insanity.

If your govenor is wobbling, you either need to rebuild it, or replace it before the govenor disintegrates and breaks teeth in your cam and/or distributor drive gears. Awhile back I replaced the govenor assy on my D15 SII. The pins had wobbled out the holes in the weights and the front bushing was also egg shapped. One can obtain a govenor rebuild kit (new weights, pins, bushings); I chose to purchase a new govenor assy and bushing for the front of the cap. If I remember correctly, the replacement govenor assy I obtained from Sandy Lake Implement (SLI) was interchangeable between the CA, D10,D12,D14, and D15.
