Came across a machinist in Blair Neb that makes discontinued parts for JD tractors and some others. One thing that was interesting was that he makes rubber tracks for JD 40 and 420 crawlers. $3800 for the two tracks for those two machines. I looked at one pad, boy it was hard rubber.

Are they rubber tracks from a skid steer track loader? Mini-Excavator?

No he makes them from scratch, possibly because of the holes in the track require a special fit.

So are these rubber pads to fit over the steel pads?

Yes they fit over the original track pads with 4 bolts.
