It sounds like the right side steering clutch work was not done correctly. The steering clutch has to be a specified thickness or it will slip. If the frictions are oil soaked it will slip. If the clutch springs are weak or broken it will slip. I do not know the specifics of the H3

I have an Allis H3 dozer that is having problems with the right side track. I recently had the clutch redone on the right side and installed a new seal as it was leaking grease into the clutch housing. Before I redone the clutch the right side would slip when pushing and the track would not move when needed to push heavy loads. Since I redone the clutch and installed the new seal I am still having the same problem. When I get a big load the left side track will continue to roll and dig into the dirt but the right side will stop pushing. sometimes when I am turning and release the left clutch while holding the left brake the right side will work fine and other times the right side will work for a few seconds and then quit turning. I have tried adjusting the clutch with the outside bolt and can not get it to work properly. Any suggestions would be great.
