SHORTEN the link rod from governor arm to carb 1/8" by putting a couple of extra bends in it.

New engine in H3 with rebuilt carburetor and govenor. Engine hunts when first started then settles down. Hunts some when under a load like going up a hill. Anyone with any ideas.
