I'm having a difficult time wrapping my head around this one. When the hand throttle is pulled down to a horizontal position (3 o'clock), it should have pulled rearward on the linkage that runs down the right side of the engine. This action stretches the governor spring inside the timing cover causing the governor to make the engine go to 2,000 RPM high idle. Going up to the 1 o'clock position with the hand throttle idles the engine down to slow speed as the linkage has moved forward alongside the right side of the engine. How or why anyone could reverse this linkage action is beyond me. Pictures of the carburetor and the left side of the engine might be helpful.

3 o'clock is full throttle. 12 o'clock is idle.
