How can I tell if my pump has been turned up? It smokes a some but not a lot. I don't use all the horsepower and I would like have it turned down a little so it don't use so much fuel.

Smoke can be caused by using truck stop/ convience store diesel fuel instead of premium #2 diesel fuel. Your tractor was designed to use premium #2 fuel. Black smoke is unburned diesel fuel going up the stack.

If you take your 7020 tractor (rated at 120 HP max) and use it on a load that only requires the governor to demand 50 HP output from the engine, turning the fuel delivery down to produce a max of say 100 HP will show zero fuel savings on the same load. What you think you want to do really doesn't work like that.

You are packing 12,000 + pounds... lighten it up will save hp/fuel if it is weighted --- it is not an economy tractor as it takes hp to move that weight.
