Been bushhogging with our 7040 when you load the tractor either by being in thick weeds or going up hill the PTO will slow way down then the ground speed will nearly stop as well. When you stop and let it clean out it will go again fine. Filters are good as well as both sections full of oil. Didn't know if it's a pump problem or what. Tractor has 7000 hours but hate to junk it still looks and runs good.

Sounds like torque limiter on the flywheel.

Meant to also say transmission pressure above 1800 light stays on till pretty much wide open as well and back on when it slips.

No need to junk it, if it is the Torque limiter, you just need to split the tractor and replace it, just like the dry engine clutch of old.  You will likely need to take a hard look at your flywheel, and the pressure plate, if it has been slipping like that for long, likely it is shot from heat stress.

Have flywheel resurfaced, new disc, and new pressure plate. Never mix old with new parts in a torque limiter.     MACK
