While starter removed, look in hole and see what the teeth on ring gear look like. Tractor is 40 years old and the ring gear may be getting worn. I've never had 1 lose teeth or get worn down on 180 or 200, but have replaced some on D series tractors.

Never seen it happen but could the thru. shaft have come loose and everything is spinning on it? Can't think what that shaft is called, but just something that came to my mind to look at.

Bendix kicks in and out strong.Bendix is suppose to turn clockwise. Is that looking from operators seat or standing at radiator looking toward rear of tractor?I think Rebuilder has it turning wrong way.Is that possible when they said they put new brushes and fields in?

Starter should be turning clockwise when you're looking at the gear end.  If you're looking at the starter from the end away from the gear it should turn counter clockwise.

I'm not electrical but sounds possible  change direction by messing with fields and brush holder. You know starters turn opposite directions when facing opposite directions on engines.Your Bendix would free wheel in that case.Guessing it worked ok before(Bendix)?
