Drove four hours yesterday to look at a 7060.
 Lets start this by saying I have never driven or even been around a 7000 series tractor before so please bear with me a bit. I will tell you as much as I know about the tractor.
Very early build date,  serial #1103 so 1974 model I think. Power director tranny.
Tractor started up with just a very small shot of starting fluid with junk batteries and cables. No leaks anywhere and it had not been cleaned up.
At idle in neutral there is a noise that can be heard best standing behind the tractor. I would descride it as a rattle. Push in the clutch and it stops. Raise the throttle and you can't hear it. The owner said it has always had this noise. He was having problems with the remotes and had someone charge him $1700 to rebuild the hydraulic pump. That didn't fix the issue and he had someone else take a look and make adjustment and no more issues. He says the rattle got louder after the pump work.
Tranny shifts fine and feels tight, no slop in the shifter. No grinding, ranges and high/low buttons work.
The tach is broken at 1900 hrs but was working at one time. Present owner says he put maybe 500 hours on it the the last five years but who knows.
Present owner was pulling a 8 yard dirt pan with it but wants to put money into a 1086 International that he has to replace this tractor.
Anyone have an opinion on this noise?

I had the same noise in my 7010 PD since new. it didn't bother anything other than being noisy. not all the tractors were like that, but some were. while it was still under warranty the dealer split the tractor and found it was the little springs in the clutch plate that were loose, they replaced that plate and the noise stopped. haven't had that noise since. there was nothing wrong other than those little springs were rattling.

If it is the same, my 7030 had a raddle at idle too.  Was told it was normal at low rpm.
1945 C, 1949 WF and WD, 1981 185, 1982 8030, unknown D14(nonrunner)

He says he uses it to spread dirt. He says it's faster to load the pan and spread it that way. He didn't try to hide what he was doing. The pan was connected when I went to look at it.

I can't speak to the rattle issue as our 7080 doesn't do it, but who in there right mind would replace a 7060 with a 1086? You better buy it before he actually runs the 1086 and changes his mind.

This question has been posted so many time over the many years I've been on this forum, completely normal to hear this noise at low idle ,they did it from new,goes away as soon as the rpm idles up to 900-1000 rpm

I pointed out that the 1086 was only around 130 hp and he told me again he only uses the pan to drop the soil.

At really low RPMs of pretty much any geared drive train you start to get engine firing impulses transmitted through the clutch disc (In our case the torque limiter) into the trans gears which all have a specific amount of backlash.  This is because the engine is actually speeding up and slowing down rapidly, is a nearly undetectable way to the ear, but the firing impulses cause the gears to slap around that backlash, and make the noise you are hearing.

As everyone else has said, perfectly normal, at very low RPM.  Some transmission designs are less susceptible to it, and others aren't.
