Working on a 7020 pto don't slip and starts up fine but won't let me shut it off resistance on the lever, shut tractor off and pto drops out and does not turn. Replaced the valve with another one and same problem. Low pressure standby is at 600 no matter where the rpms are or weather pto is on or off. Really turning into a head scratcher!

Remove the console top covers. Remove the PTO cable anchor bracket and clamp it in a vise. Straighten the anchor bracket back to 90 degrees and weld a brace across it so it won't bend again. Reinstall and adjust cable length so the PTO lever is clear forward in the gate when engaged. Problem solved.

Got it Doc, Thanks for saving me again. And after you said that I remembered that I had done one other one like that.
