On a side note, I'd put a spinner knob on the steering wheel to facilitate easier turning.

Why was it parked in the first place? Didn't need it any longer? 
Do you have any place to drop a plow behind it for a test load? 
Maybe, just maybe, a load is what it needs to free up something. 
Unless, the hydraulics is why it was parked.
