  Been there done that..... Didn't help, pulled better stock. There is no substitute for cubic inches, and high compression!    To answer your question, a D19 gov. spring will get them up there..
C, WD45,WD puller, 185, 200, 7060 Red Belly, 7060 Black Belly,8010, and a R52 Gleaner, AND PROUD OF THEM!

A D17 governor spring will get you 2000 rpm. A D19 spring ?? I doubt it will even fit.

Sometime down the track, your governor will have the throttle pulled wide open. No matter how fast it runs at the beginning, you will still have the same throttle position and power when this happens. All you would be doing is increasing the no load speed of the engine and will no effect on what you can pull or how far you can pull it.
