Allis B runs only on full choke. I've re-built the carbeurator, checked fuel lines. The exhaust manifold has about a quarter inch hole. Could that be the problem?

Yea, if there is any opening from the exhaust side to the intake, it won't suck gas through the carb very well.

Can the exhaust manifold be repaired or need to replace it?

Due to the expansion/contraction of the manifold due to heat, any fixes that I have seen usually crack
