Why were some tanks on the front and some were on the back??

Some that had the tank in the front were dealer conversions. Most had the dual fuel carburetor.
I have a WD with the ensign carburetor but is missing the tank and regulator.

It's my understanding that the WD, WD-45 LP's came with both tanks and were duel fueled engines.

I'll add my knowledge, which isn't fact on this matter, but what I have observed. The Front mounted tanks on the WD/WD45 were factory options, (technically the WD never had a factory LP option, but could be dealer installed) the rear mounted tanks were 3rd party conversions. The WD45 LPs from the factory were true LP tractors, with high comprtession pistons, and the LP only carb. The D series is different of course the rear mounted tanks were factory options, and I am not aware of any 3rd party conversions from there on out.
