For some reason or another the radiator tin, looks like someone cut a huge hole around the fill neck

   It was "pristine original tin" until someone torched a hole in the front of the hood and grill shroud.

Isn't one hole for the rad cap and the other for the temp gage?

   Yes, but the hole in the grill shroud should be just big enough for the fill neck, and does not extend into the hood:

Looks like the radiator has been changed, or some work has been done on it, the fill neck should extend above the shroud, that must be why the hole was enlarged, to get the cap off.
